Industrial AI in the plant: who owns continuity, the OT/IT cut, and site acceptance

In the plant the seat is whoever owns production continuity, the OT/IT cut, plant acceptance, the robotics rollout, and a measurable value — or the house withholds the title. A CAIO, CTO, or COO label is not the test.

Five plant judgments, or the title falls

Production continuity. The OT/IT cut. Plant acceptance. The robotics rollout. A measurable value. Miss one, and the house withholds the title. The label on the chart does not pass the test. A FAT/SAT standard names parties to a test, not a CAIO

IEC 62381:2024, preview: FAT, FIT, SAT, and SIT demonstrate that the automation system meets the specification. Owner, buyer, and vendor agree scope. Owner is the company that operates the production facilities. Process industry means continuous or batch flow using chemical reactions, separations, or mixing — chemical, petrochemical, water, paper, cement, and similar. Note 1: process industry does not include equipment or machine manufacturing. Not commissioning. Not MES. Not advanced process control. Not safety-system validation. Not complete IACS security (IEC 62381:2024).

That is not a robotics statute and not the seat.

A label does not discharge manufacturer or employer duties

Until 19 January 2027 manufacturers apply only the Machinery Directive. From 20 January 2027 only Regulation (EU) 2023/1230. No elective overlap (DGUV Test). The Machinery Regulation alone creates no retrofit duty for existing machines, because it addresses the manufacturer. Operation depends on the hazard assessment under ArbSchG and BetrSichV. The Regulation and Annex III apply to a change only if it is a substantial modification (DGUV Test FAQ). The term self-evolving behaviour is undefined; the reading stays open.

One OEM path is not a plant rule

BMW writes a production-owned path: theoretical check, lab on real use cases, first plant test, then pilot. Prerequisite, as BMW states it: one IT and data model in the production system. Leipzig is still a pilot plan in the text. Spartanburg brought production IT, occupational safety, production-process management, and shopfloor logistics in early. A competence centre is tasked with integrating AI into the existing production system, not as a sidecar (BMW Group press).

One carmaker. One staged path. Do not generalise. Do not import Spartanburg counts as a sector result. Do not name the people as candidates. The humanoid pilot is not the plant rule. The release never withholds a CAIO, CTO, or COO label.

Boundary: other contracts

The live cell — safety case, stop, change — is a different contract. The UAV CEO — drone approval, operations, B2B, unit economics — is a different contract. This test is the five plant judgments. Not a failed CAIO search. Not the CIO mandate. Not the CISO line. Not an Article 4 proof pack. Not the AI reporting line.

Who signs plant acceptance?

Whoever owns the SAT — and only then the title, if the same hands also hold continuity, the OT/IT cut, the rollout, and a measurable value. The standard names the parties to the test, not the office.

Is a CAIO enough?

No. The label is not the test. Miss one of the five plant judgments, and the title falls, whatever word is on the chart.

Is every robot cell high-risk?

Unknown, and not this page. The high-risk boundary of another contract is not drawn here.
